Expands eligibility for closed-circuit television testimony to include domestic violence victim witnesses, previously limited to child witnesses age 14 and younger.

Defines "domestic violence victim witness" as an individual who is a victim of a family offense or an offense committed by a member of their immediate family.

Requires courts to declare witnesses vulnerable based on clear and convincing evidence that testifying in open court would cause serious mental or emotional harm and that closed-circuit television would diminish that harm.

Applies the same procedural requirements to domestic violence victim witnesses as existing law provides for child witnesses, including motion procedures, hearing requirements, and findings of fact.

Takes effect immediately and applies to all pending and future criminal actions and proceedings.
