Adds mandatory senior anti-violence services fee of $50 for felony, misdemeanor, and violation convictions, and $500 for certain sex offenses and crimes against the elderly and disabled.

Creates new Article 261 establishing crimes against the elderly and disabled persons, including abandonment, endangering welfare in first and second degree, with penalties ranging from class A misdemeanor to class D felony.

Defines vulnerable elderly persons as those 60 years or older with disease or infirmity limiting self-care ability, and disabled persons as those with physical or mental impairment substantially limiting major life activities.

Amends assault law to make it a crime for persons 18 or older to intentionally cause physical injury to persons 60 or older or disabled persons; creates rebuttable presumption that crimes against elderly or disabled were motivated by victim's age or disability status.

Eliminates kidnapping defense for relatives when victim is 60 or older or disabled and kidnapping intended to compel asset transfer; adds new crime of unlawfully taking persons 60 or older or disabled from institutional custody; adds burglary enhancement for dwellings occupied by elderly or disabled persons.
