Amends Section 8-0107 of the Environmental Conservation Law to establish that time periods for environmental quality review are mandatory and cannot be extended.

Prohibits agencies from extending review time periods unless the applicant or project sponsor explicitly agrees to an extension.

Requires state agencies to carry out environmental review procedures with minimum procedural and administrative delay while expediting all proceedings.

Takes effect immediately upon enactment.
