Adds four new definitions to Penal Law Section 155.00: "Elderly" (persons 60+ with age-related disease or infirmity causing incapacity to prevent larceny against themselves), "Disabled" (persons with permanent physical or mental impairment causing similar incapacity), "Person in a position of trust" (relatives, joint tenants, fiduciaries, paid caregivers, and others with access based on relationship), and "Intimidation" (threatening to deprive someone of food, shelter, medication, or medical care).

Establishes financial exploitation of the elderly or disabled as a form of larceny, occurring when a person in a position of trust uses fraud, false promise, extortion, or intimidation to compel an elderly or disabled person to deliver property.

Provides immunity from criminal liability for persons acting in good faith to assist elderly or disabled persons with property management who are unable to assist due to no fault of their own.

Eliminates the defense that a defendant did not know the victim's status as elderly or disabled in prosecution for larceny by financial exploitation.

Takes effect on November 1st following the date the bill becomes law.
