Adds a new duty to the Commissioner of Environmental Conservation to review existing state policies regarding free or reduced fee hunting and fishing licenses, in consultation with the conservation fund advisory board.

Requires the commissioner to submit findings to the governor, temporary president of the senate, speaker of the assembly, and both minority leaders.

Commissioner's submission must include an analysis of the fiscal impact that providing free or reduced hunting and fishing licenses to additional individuals or groups would have on the conservation fund.

Legislation takes effect immediately upon enactment.
