Amends Agriculture and Markets Law to add Section 308-b requiring state agencies to notify farm owners and operators when their farm records are requested through FOIL (Freedom of Information Law).

Agencies must provide written notification within five business days of receiving a records request, including a description of the requested records and the name and address of the person or entity making the request.

Applies to any request for records of a "farm operation" as defined in Section 301 of the Agriculture and Markets Law.

Takes effect immediately upon enactment, with the Commissioner of Agriculture and Markets authorized to promulgate necessary rules and regulations.
