Amends environmental conservation law to allow the Department of Environmental Conservation to give preference to service-connected disabled veterans with 40 percent or greater disability rating when issuing deer management permits.

Requires veterans to provide proof of service-connected disability status from the United States Department of Veterans Affairs or Department of Defense only at the time of initial permit issuance, not for renewal.

Maintains existing preferences for resident license holders and applications from groups that include persons owning at least 50 acres of land in one parcel in the specified area.

Takes effect 60 days after becoming law, with rules and regulations necessary for implementation to be completed by the effective date.
