Requires the commissioner of parks, recreation and historic preservation to establish or modify a program providing free annual parking passes to senior citizens age 62 and older at state park facilities.

Free annual parking passes must be valid for daily parking including weekends and issued at no charge to eligible seniors upon proof of age.

Authorizes the commissioner to add, amend, or repeal rules and regulations necessary for implementation effective immediately.

Takes effect 120 days after the bill becomes law, though regulatory authority becomes effective immediately.
