Amends Executive Law Section 383 to require the state uniform fire prevention and building code to apply to all buildings and structures owned by or leased by state agencies and covered authorities, regardless of when constructed.

Requires the Office of General Services to develop a staged compliance plan for existing buildings constructed before the effective date, allowing up to five years for compliance or up to ten years if the OGS determines delay is necessary.

Requires the code to apply immediately to any alterations made to existing buildings and structures after the effective date.

Allows the legislature to exempt specific buildings or structures by legal description and street address from these requirements after the effective date.

Takes effect 180 days after becoming law.
