Adds new section 368-a to Executive Law defining "agent in control of the disposition of remains" as a person designated to handle a deceased veteran's remains who knows of the veteran's desire to be buried in a veterans' cemetery and can provide evidence of military service.

Allows any agent in control of remains to request that a deceased veteran be buried in a veterans' cemetery, notwithstanding any contrary local law, rule, or regulation.

Amends Public Health Law section 4201 to clarify that a close friend or relative who is reasonably familiar with a decedent's wishes can serve as agent in control of disposition of remains when no higher-ranked person is reasonably available, willing, or competent to act.

Takes effect immediately upon enactment.
