Increases the state aid reimbursement rate for local governmental entities' navigation enforcement expenditures from 50% to 75% of authorized expenditures.

Maintains the per-county expenditure cap of $400,000 for eligible entities when calculating state aid allocation.

Allocates funding from one-half of annual vessel registration fees collected under Vehicle and Traffic Law Section 2251, minus up to 30% for administrative costs.

Reserves no less than 6% of remaining vessel registration funds for the commissioner's office to cover navigation law enforcement training and program administration.

Takes effect immediately and is retroactive to April 1, 2018.
