Creates an 11-member task force on veterans employment opportunities, chaired by the state director of veterans' affairs, with members from government agencies, legislature, and private sector representatives.

Task force members receive no compensation but are reimbursed for necessary expenses incurred in performing their duties.

Requires the task force to hold at least two public hearings annually in different state regions, with authority to compel witness testimony and document production.

Task force must issue reports to the governor and legislature on June 30, 2020, and every two years thereafter, covering employment assistance methods, professional licensing impacts, veteran contractor programs, tax credits, and private sector initiatives.

Act takes effect immediately and expires December 31, 2022.
