Amends Vehicle and Traffic Law to create distinctive license plates bearing the words "gold star father" for gold star fathers and their spouses residing in New York State

Gold star fathers or their spouses may request the distinctive plate and receive additional plates for every vehicle registered in their name upon application to the commissioner

Issuance of the distinctive plate requires proof satisfactory to the commissioner that the applicant or applicant's spouse is a gold star father

Plates are issued at the regular vehicle registration fee under Section 401 of the Vehicle and Traffic Law with no additional service charge

Effective date is ninety days after the bill becomes law
