Changes the sex offender "subdirectory" to a full "directory" accessible to the public on the internet at all times through the Division of Criminal Justice Services homepage.

Requires Level One sex offenders' names, photographs, and approximate zip code-based addresses be included in the public directory, in addition to information provided to law enforcement.

Maintains existing requirements for Level Two and Three sex offenders to have detailed information including exact addresses, employment locations, photographs, criminal history, and victim patterns available in the public directory upon request.

Allows any person to register for automated email notifications of new or updated directory registrations in up to three geographic areas (by county and/or zip code) at no charge.

Takes effect 180 days after becoming law.
