Establishes a sex offender public awareness program within the correction law to provide educational outreach to schools, community groups, and clergy at the community level.

Requires the board to promulgate rules and regulations promoting alternative funding sources from local government and private entities rather than state funding alone.

Mandates coordination of public and private efforts to develop long-range educational services and includes law enforcement and criminal justice official training as part of the program.

Requires the board to submit annual reports to the governor and legislature by December 1st detailing funded programs, other funding sources, necessary appropriations, and estimated needs for the next fiscal year.

Takes effect 90 days after enactment, with rules and regulations able to be promulgated immediately for timely implementation.
