Establishes nutrition standards for meals, food items, and beverages offered with incentive items (toys, games, trading cards, admission tickets, or digital products) to children at restaurants.

Requires the commissioner to create regulations setting nutritional standards including calories, sodium, fat content, sugars, and fruit/vegetable/grain amounts.

Prohibits restaurants from offering incentive items with meals or food unless the meal or food meets the established nutritional standards.

Imposes civil penalties for violations: up to $500 for first violation, $1,000 for second violation, and up to $2,500 for third or subsequent violations.

Takes effect 120 days after becoming law.
