Creates an online registry and database of privately-owned security cameras in New York City that observe public spaces (sidewalks, building lobbies, courtyards, and vestibules)

Requires owners of newly installed cameras to register location, owner contact information, and camera view description within 30 days of installation

Requires owners of pre-existing cameras to register their systems within 90 days of the law's effective date

Requires police department to obtain camera owner consent or a subpoena before accessing any video footage when a crime occurs near a registered camera

Restricts registry use to law enforcement purposes only and exempts all collected data and records from public disclosure under New York's Freedom of Information Law
