Prohibits public entities (state, city, town, village, borough, school district, or public authority) from altering, destroying, reconfiguring, adjusting, changing, modifying, or moving veterans' memorials, except when reasonably necessary.

Defines "memorial" as any park, monument, field, building, structure, artwork, tablet, plaque, wall, or similar structure donated to or constructed by a public entity to honor veterans of any U.S. war, conflict, police action, or New York National Guard service.

Requires public entities that have created or accepted veterans' memorials to maintain them in a reasonable manner and keep them open and accessible to the public.

Allows public entities to restrict access to memorials only when reasonably necessary.

Takes effect immediately upon enactment.
