Requires the Office of Mental Health and Office of People with Developmental Disabilities to submit written reports to the legislature at least 365 days before seeking closure of any facility or institution, including justification for the proposed closure.

Grants the legislature or appropriate committees the authority to deny facility closures if they find the proposed closure is not justified, with closure only permitted after approval by majority vote of both houses.

Requires the Office of Children and Family Services to submit similar 365-day advance reports to the legislature before closing any secure or limited secure facility, subject to the same legislative approval requirement.

Mandates that relevant state agencies confer with civil service, employee relations, economic development, and other departments to develop strategies minimizing workforce and economic impacts from facility closures and service reductions.

Requires notification to local governments, community organizations, labor unions, and advocacy groups at least 12 months prior to commencing significant service reductions at state-operated facilities.
