Expands authority for police officers and animal cruelty prevention societies to seize animals by allowing seizure of multiple animals from a person when one animal is found in violation of care standards.

Requires a court hearing within ten business days when a person petitions for return of seized animals, with the petitioner bearing burden of proof by preponderance of evidence that no probable cause existed for seizure.

Modifies security deposit requirements by allowing courts to determine security amounts for care of all seized animals (not just one) and permits refunds only when reasonable expenses exceed what would have been incurred without seizure.

Changes provisions for animals not returned to owner by allowing courts to order sale of non-companion animals (with proceeds minus care costs returned to owner) if security is not posted within five business days.

Establishes that unannounced inspections of animals left in owner's care require court application and clarifies animals cannot be returned without completing required hearing procedures.
