Requires the Commissioner of Corrections and Community Supervision to establish uniform standards for measuring and enforcing distance restrictions for registered sex offenders on probation, parole, or conditional release near school grounds.

Mandates the Commissioner consult with the Board of Parole, Director of Probation and Correctional Alternatives, and Commissioner of Criminal Justice Services when establishing these standards.

Defines "school grounds" to include buildings and property within the real property boundary line of public or private schools, plus any public area within 1,000 feet of school property.

For sex offenders subject to residence restrictions, specifies the 1,000-foot distance shall be measured from the closest point of the school's real property boundary line to the closest point of the offender's residence boundary line.

Requires the uniform standard and enforcement methodology to be posted on the Division of Criminal Justice Services website.
