Department must complete an engineering study within three months of receiving a request to implement a traffic control device, following National Manual on Uniform Traffic Control Devices (MUTCD) standards.

Department must provide a written report to the requesting party detailing the study's analyses, criteria considered, and explanations for any unmet warrants, with copies available to the public at no cost.

Requesting parties may appeal a negative determination to the commissioner within 60 days and submit new data for the department to reconsider and address in a supplementary report.

Commissioner must refer the matter to an independent five-member advisory board if the department still denies the request after considering new appeal data; the board's recommendations are forwarded to the commissioner and parties, with written explanations required if rejected.

Department cannot require another study at the same location for 12 months unless traffic conditions have changed significantly; accident data must be collected from police records, public affidavits, and state insurance claims data.
