Requires the advisory council on agriculture to establish procedures with the commissioner for annual awards recognizing New York farms, agricultural businesses, and institutions engaged in producing, processing, marketing, and promoting state farm and food products.

Establishes six award categories: innovative farm products, agri-tourism, processed foods/beverages from New York products, retail food stores, restaurants and food service businesses, and education/health care/residential institutions with food service operations.

Directs the commissioner to coordinate with the commissioner of economic development to determine which department makes awards in categories that may overlap with existing economic development law awards.

Prohibits current members of the advisory board and their businesses from being eligible as award nominees.

Amends the economic development law to require coordination between the agriculture and economic development departments in nominating award recipients for three existing non-monetary awards: Direct Farm Marketing Award, Agri-Tourism Award, and Specialty Food Product Award.
