Grants the New York City Department of Health and Mental Hygiene concurrent jurisdiction with the State Department of Agriculture and Markets to inspect retail food stores and farmers' markets for compliance with agriculture and markets law.

Requires NYC Department of Health and Mental Hygiene inspection results to be referred to the State Department of Agriculture and Markets for enforcement proceedings.

Allocates 50 percent of monetary penalties from violations found during NYC Department of Health and Mental Hygiene inspections to the city's general fund.

Requires coordination and cooperation between the NYC Department of Health and Mental Hygiene and State Department of Agriculture and Markets to ensure continuity of regulatory control and enforcement.

Effective 90 days after enactment and expires 2 years after the effective date.
