Expands the definition of "companion animal" to include rabbits, hamsters, birds, and other domesticated animals normally maintained in or near a household, in addition to dogs and cats.

Amends animal cruelty laws to require owners provide animals with adequate care, shelter, and reasonable veterinary care, and adds "or maliciously" to aggravated cruelty statute.

Extends shelter requirements to all companion animals left outdoors for more than one hour, requiring appropriate shelter based on the animal's breed, physical condition, and climate or weather conditions.

Increases fines for violations from $50-$100 for first offense to $50-$100 first offense and $200-$300 for subsequent offenses (increased from $100-$250).

Establishes a presumption that animals left outside for more than one hour during weather warnings or extreme temperatures (below 20°F or above 90°F) constitute a violation; allows immediate seizure in dangerous situations.
