Expands New York Penal Law Section 265.20(b) to permit auxiliary police officers to carry collapsible "police batons" in addition to traditional rigid police batons.

Maintains existing specifications that batons must be 24 to 26 inches in length and no more than 1.25 inches in thickness.

Removes geographic restrictions that previously limited this authorization to cities with populations exceeding one million persons and Suffolk County, making it statewide applicable.

Requires police commissioners to issue regulations mandating training in baton use, including defensive techniques and instruction on legal use of deadly physical force under Article 35 of the Penal Law.

Prohibits intentional striking of another person with the baton except in situations where deadly physical force is authorized under Article 35.
