Requires the commissioner to inspect cellular antennas within 30 days of permit issuance to verify compliance with city code, permit applications, and federal communications commission electromagnetic frequency emission standards.

Directs the commissioner to update the public permit list with electromagnetic frequency information for each antenna upon completion of required inspections and make this information available on the department's website and building information system 24 hours per day.

Requires the commissioner to issue a certification of compliance to permit holders upon completion of inspections, including all information contained on the maintained permit list.
