Establishes an 11-member task force to examine New York City Department of Parks and Recreation's tree maintenance policies and evaluate the status and safety of trees citywide.

Task force members appointed by: New York State Arborists (3), New Yorkers for Parks (2), Park Advocates (2), Senate temporary president (1), Assembly speaker (1), and Governor (2); Governor designates the chair.

Members must have experience or education in tree maintenance and public safety; receive no compensation but reimbursed for actual and necessary expenses.

Task force authorized to request and receive facilities, resources, and data from any state or local agency to carry out its duties.

Task force must submit findings, conclusions, recommendations, and legislative proposals to the Governor and legislative leaders within 18 months; act expires 18 months after effective date or upon report submission, whichever is later.
