Prohibits registered sex offenders from accepting paid employment or volunteer positions that involve substantial contact with children, including opportunities to be alone with children or perform for children.

Defines covered assignments to include school positions (teachers, aides, cafeteria workers, janitors, etc.), child-care facilities, recreational positions (coaches, camp counselors, lifeguards), child-targeted retail/restaurants, and foster parent appointments.

Requires employers, organizations, and government entities to check the registered sex offenders database before hiring or accepting volunteers for positions with substantial child contact, specifically those convicted of child sexual abuse.

Establishes penalties of class A misdemeanor for first violation and class D felony for second or subsequent violations for both sex offenders who seek such assignments and employers/organizations that knowingly provide them.

Takes effect on November 1 following enactment.
