Directs the office of parks, recreation and historic preservation commissioner to support and conduct annual Empire State Games, including summer and winter games for open competition, seniors, and handicapped participants.

Authorizes the office to secure funding from appropriations, gifts, bequests, public/private partnerships, and not-for-profit foundations.

Establishes a 16-member advisory council appointed by the commissioner (8 members), governor (2), senate president (2), assembly speaker (2), senate minority leader (1), and assembly minority leader (1) to provide recommendations on conducting and funding the games.

Advisory council members must have expertise in finance, fundraising, and/or athletics, with geographic representation across the state, and receive no state compensation though private reimbursement for expenses is permitted.

Advisory council must meet at least three times yearly and report findings to the governor, office, legislature, and relevant committees by January 1st and July 1st each year.
