Amends the New York City Charter to define "affected senator or assembly member" as the respective state senator or assembly member for land included in a plan or application subject to city regulation.

Requires the City Planning Commission to notify affected senators and assembly members when giving advance notice of preliminary and final plans for public agencies, public benefit corporations, or private developers that relate to land use, development, or improvement.

Mandates notification to affected senators and assembly members regarding requests for proposals, solicitations, and letters of intent related to the private use or disposition of city-owned land.

Requires the City Planning Commission to notify affected senators and assembly members before adopting resolutions to amend zoning resolution text.

Requires referral of zoning resolution change applications to affected senators and assembly members for public hearings and recommendations, effective immediately upon enactment.
