Allows school districts and cities with populations over one million to adopt local laws providing property tax exemptions for local school purposes, rather than mandatory school taxation of veteran-exempt properties.

Expands entities that can adopt local laws regarding veteran property tax exemptions to include school districts and large cities, in addition to counties, towns, and villages.

Permits exemption transfers and proration when veterans, their spouses, or unremarried surviving spouses sell exempt property and purchase new property within the same county, school district, or city.

Authorizes local governments to adopt ordinances or resolutions (not just local laws) for veteran tax exemptions and exemption transfers.

Takes effect immediately upon enactment.
