Requires that whenever a state agency adopts a new rule imposing an administrative burden on a business, one or more existing rules must be amended or repealed to offset the cost of that new burden.

Mandates that notices of proposed rulemaking include identification of existing rules to be amended or repealed to offset new administrative burdens, except for proposed consensus rules.

Prohibits amendments or repeals undertaken to offset new burdens from compromising or endangering public health, safety, or the state's economy or citizens.

Takes effect immediately and applies to notices of proposed rulemaking submitted on or after the effective date.
