Authorizes civil celebrants certified by the New York Secretary of State to solemnize marriages, alongside clergy and Ethical Culture Society leaders.

Requires civil celebrant applicants to be at least 18 years old, have a U.S. high school diploma, and complete a civil celebrant course lasting at least six months with weekly or more frequent classes.

Mandates civil celebrant courses be offered by registered non-denominational or educational charitable organizations and cover topics including celebrant philosophy, history, ceremonial structure, and presentations.

Requires applicants to submit a completed application form to the Secretary of State with supporting documentation and pay a certification fee between $50 and $75.

Allows the Secretary of State to revoke a civil celebrant's certification through an administrative hearing if application information was inaccurate or failed to comply with certification requirements.
