Amends General Business Law Section 69-g to require scrap processors to record the license plate number of the motor vehicle driven by the seller at the time of transaction for all scrap metal purchases.

Mandates scrap processors retain existing records (date of purchase, seller name, address, driver's license or government-issued photo ID, type and quantity of scrap) for three years.

Requires scrap processors to make and retain a copy of the government-issued photographic identification card used to verify seller identity in a separate register or electronic archive for two years from date of purchase.

Makes it unlawful for sellers to refuse to provide required information or to furnish incorrect or incomplete information.

Permits police departments of the state or municipality where the establishment is located to inspect records.
