Removes public libraries from the exemption in the New York City Charter definition of "agency," making them subject to conflicts of interest rules.

Adds executive directors and key library executive personnel from the Brooklyn Public Library and New York Public Library to the definition of "public servant" under the NYC Charter.

Expands the Public Officers Law definition of "agency" to include the Brooklyn Public Library and New York Public Library, subjecting them to Freedom of Information Law requirements.

Takes effect immediately upon enactment.
