Establishes notification and public forum requirements for the New York City Board of Education and School Construction Authority when acquiring property for new schools

Requires school districts to hold a public community forum between 45 and 90 days after announcing a property acquisition to obtain community input on the acquisition's anticipated impact

Mandates at least 20 days advance notice to affected communities and local community boards before the forum

Requires school districts to consult with and obtain consent from the appropriate community board regarding the forum's date, time, and location, with the forum held in reasonable proximity to the proposed site in suitable facilities

Takes effect 60 days after becoming law
