Requires the City Planning Commission to regulate and restrict requests by agencies to provide services at new social services facility locations, expand existing facilities, or change types of services provided.

Defines "social services facility" to include ACS placement facilities, city-administered homeless housing/shelter services, DHS-administered facilities, DYCD-administered facilities, HPD-administered facilities, HRA-administered facilities (excluding domestic violence shelters), and supportive housing facilities with support services.

Requires the Commission to consider the anticipated impact of proposed social services facilities on lease renewal and to give reasonable consideration to neighborhood character, property value conservation, and location planning.

Takes effect ninety days after becoming law.
