Defines "beginning farmer" as someone who has not produced an agricultural product for more than ten consecutive years and will materially participate in agricultural production within a region of the state.

Requires the commissioner to establish and maintain a beginning farmer revolving loan program providing low-interest loans to eligible beginning farmers.

States program purposes include supporting beginning farmers, encouraging small agribusiness growth, preserving farmland as working agricultural landscape, and providing open space and watershed protection benefits.

Directs the commissioner to promulgate rules and regulations establishing an application process, eligibility criteria, applicant priority standards, loan assistance amounts, and repayment terms and periods.

Takes effect April 1st following enactment, with authorization for rules and regulations to be adopted before the effective date.
