Amends the definition of "Agency" in the New York City Charter to remove "public library" from the list of entities excluded from charter provisions.

Expands the definition of "Public servant" to include executive directors and key library executive personnel of the Queens Borough Public Library.

Makes these individuals subject to the same ethics and governance requirements applicable to other city public servants.

Takes effect immediately upon enactment.
