Establishes an aging in place task force within the Office for the Aging to study how New York State can encourage aging in place.

Task force to examine infrastructure and transportation improvements, zoning changes for home care, nutrition programs, fraud protections, home medical care options, tax incentives, and private insurance incentives.

Task force consists of 16 members including state commissioners, legislators from aging committees, and appointees from the governor, senate leadership, and assembly leadership, with appointments due within 30 days of the act's effective date.

Two co-chairpersons selected by the temporary president of the senate and speaker of the assembly must convene the first meeting within 60 days of the act's effective date.

Task force must submit findings and recommendations to the governor and legislative leadership by January 1, 2020, and terminates on the date of report submission or December 31, 2019, whichever is later.
