Establishes a New York City Housing Authority repair certificate program allowing developers who perform capital repairs to NYCHA projects to receive zoning amendments that increase allowable development in those areas.

Requires the City Planning Commission to establish the per-foot value of repair certificates and maximum floor area ratios for each zoning amendment application, updated annually based on housing cost increases in the NYC metropolitan area.

Directs the NYCHA Office of Repair Certification to maintain lists of eligible repair projects, provide lists to developers within ten days of receiving applications, and approve or disapprove project plans within fourteen days.

Requires developers to reply within thirty days of receiving a repair project list and specifying their chosen projects, cost estimates, and timeline; failure to reply results in application termination.

Takes effect 180 days after enactment, with authority to promulgate necessary rules and regulations immediately upon passage.
