Prohibits the transportation, sale, or offering for sale of eggs for human consumption within New York State unless the eggs originate from poultry vaccinated against salmonella enteritidis.

Permits unvaccinated eggs to be transported to egg-breaking plants for pasteurization with written permission from the Commissioner of Agriculture and Markets or designee.

Allows unvaccinated eggs to be transported and possessed within the state for research or experimentation purposes with written Commissioner permission.

Establishes violation of the vaccination requirement as a class A misdemeanor offense.

Takes effect 180 days after enactment, with Commissioner authorized to promulgate rules and regulations immediately to implement the law by the effective date.
