Requires identification of which entities or individuals will bear the burden of any increased costs from the altered or amended rules or regulations.

Mandates specification of funding sources for cost increases, including identification of which state funding will be reduced if general funds are used, or the type and amount of tax increase needed if taxes must be raised.

Requires calculation of expected cost increases for each affected school district if local property taxes are designated as the funding source.

Requires proportional breakdown of funding sources and their respective cost impacts when a combination of reallocated state funds, new taxes, increased taxes, or local property taxes will fund the cost increases.
