Requires state agencies to provide subject matter lists of records to requesters without charge and transmit updated lists to the committee on open government within 30 days of updating.

Mandates agencies maintaining websites to post current subject matter lists on their websites; removes previous requirement to link to the committee on open government's website.

Directs the committee on open government to identify in its annual report to the governor and legislature any state agency that fails to transmit updated subject matter lists as required.

Exempts the department of corrections and community supervision from providing individual copies of record lists to inmates, but requires at least one copy available at each correctional facility law library for inmate review.

Takes effect November 1 following enactment, with the committee on open government exempted from reporting non-compliance in its first annual report after the effective date.
