Establishes statewide electronic waste recycling or reuse goals for calendar years 2019 and thereafter, calculated as base weight multiplied by goal attainment percentage, with base weight defined as the greater of: average weight collected in the preceding three years, or three-year average of total electronic waste collected from all sources.

Requires the Department of Environmental Conservation to publish the statewide recycling or reuse goal no later than September 15 of the year preceding the year for which the goal has been set.

Requires the department to notify each manufacturer of its manufacturer acceptance standard no later than December 15 of the preceding year for which the standard has been set.

Requires each manufacturer to certify by June 30 that it has entered into contractual agreements for 100 percent of the weight of electronic waste associated with its acceptance standard.

Allows electronic waste collectors, consolidators, and recyclers to bank unsold electronic waste beginning in 2019 and carry it forward for sale in any of the successive four calendar years in which it was obtained, with a limit of 25 percent of such waste sold in any subsequent calendar year.
