Permits social services districts to submit evidentiary packages for fair hearings in electronic format solely, with the state providing necessary means to facilitate this use.

Allows social services districts and other parties to continue offering evidence in paper format regardless of the medium used to create or display the evidentiary package.

Requires social services districts to provide paper copies of evidentiary packages to appellants upon request, either before or at the hearing, even if the district uses electronic format.

Mandates the department notify appellants of fair hearing scheduling and inform them they may request orally or in writing a paper copy of the evidentiary package to be presented by the social services district.

Takes effect 60 days after becoming law.
