Establishes a statewide, toll-free hotline operated by the Office of Children and Family Services to receive reports of alleged abuse and reportable incidents 24 hours a day, 7 days a week, with anonymous call capability.

Requires the hotline to immediately transmit reports to appropriate state agencies, local social services offices, law enforcement, district attorneys, and emergency responders when allegations involve potential criminal offenses or immediate threats to health, safety, or welfare.

Authorizes the commissioner to promulgate rules and regulations for hotline implementation, including procedures for timely and accurate referrals to agencies with investigative or oversight authority.

Requires the Department for the Aging to include information about the statewide hotline in its public education campaign on elder abuse prevention, including signs and symptoms, causes, resources, and reporting options.

Takes effect October 1, 2018.
