Establishes minimum operational hours during normal business hours for the economically sustainable transportation demonstration program serving seniors.

Removes the requirement that the program become completely self-sustaining after five years, eliminating the deadline for elimination of state funding.

Adds new responsibilities for eligible entities to provide recommendations on automobile and liability insurance requirements and consult with the Department of Motor Vehicles and Department of Financial Services.

Limits the pilot program to up to five counties with no more than 350,000 persons (or collaborative projects of two contiguous counties with no more than 400,000 persons each, based on the 2010 U.S. Census).

Requires providers to submit reports within one year documenting participation rates, implementation challenges, sustainability measures, and expansion proposals, with funding eligibility extended up to five years before programs must operate without further public financial assistance.
