Amends the Uniform Justice Court Act to allow a justice to preside over arraignments, appearance proceedings, or warrant-related matters anywhere in the county under specific circumstances.

Requires that a justice can only preside outside their municipality if no justice is available in the municipality where the incident occurred.

Requires that the receiving municipality has been contacted and cannot secure any justices within contiguous boundaries before allowing out-of-area presiding.

Authorizes the chief administrator of the courts to establish an emergency plan for assigning justices when the availability requirements cannot be met.

Takes effect immediately upon enactment.
